Halo 3 "One or more players do not have the maps..."?

Each time I try to play XBox Live on Halo 3 I keep getting the same message - "One or more players do not have the maps required to play in the playlist.". We currently have the following map packs:
Cold Storage
Heroic Map Pack.
(All the free packs)
I have also re-downloaded them both more than once. I have also loaded up the maps in "Forge" etc before trying. I have also rebooted my XBox 360 once after I downloaded them. (And re-downloaded.)
Please note that it is all the "TEAM" modes that aren't working for me. Games such as Lone Wolves does work for me. Anyone know what the problem is?

it might be your halo game, the same thing happened to me, but it got worse, were after awhile i couldn't even do multiplayer split screen, but the i bought a new copy and then it worked.

You need the Legendary map pack
