for the third one its in the ark. you gotta play through the level for a while but it makes it really easy if you have a grav lift. you can get it when you fight the scarab. theres a bunch in that bunker looking thing. then you gotta go through the complex or whatever its called and its in a hallway. you look up and theres like 4 or 5 'compartments' you use the grav lift to get the very top one.
the last one is on the covenant at the very end of the level. you have to get to the part where you kill the prophet and the flood helps you. kill the prophet, kill all the flood, BUT DONT BEAT THE LEVEL. you have to have all the enemy dead to do it. then you have to jump through the rings in a certain order to make the skull appear.
youtube a video to show you specifically where the third skull location is. and for the order you jump the rings. it might take a few tries but youll get it.
and make sure you're doingit on normal difficulty or higher
