Halo 3 skulls?

I've been playing Halo 3 campaign on Heroic difficulty with my brother, and I've gone to all of the correct skull locations, but the skulls are never there. Is this because you can't find them when you're playing co-op, or is it something else? Thanks! =)

You have to play from the beginning of each level for it to show up.
