Why can't my friend play my user created content? he has the maps but for some reason he can only play certain types of maps. I try to play the game and it says "This player can not play user created content".

This is because he has family settings on, which disables him to use user-created content. This is to prevent a child from mature rated content and can have a password to protect your own family settings.

You'll need to log in to a profile with your mum's e-mail to access the parental settings, which will allow you to turn family settings off.
You can't disable your own limitaions.
