How do I get the All DLC Req and Paid DLC Req playlists to work on Halo 3?

I have already downloaded the cold storage, heroic, and legendary map packs. I have deleted them and re downloaded them numerous times but it still says I don't have the needed maps. I'm not interested in the mythic map packs and I'm not trying to join the mythic playlists. Let me know if you need any more info to provide an answer. Thanks in advance
