how do i setup halo 3 online it is not working?

If you can't setup Live for your 360 start Trouble Shooter and It'll tell you exactly whats wrong.Also Gears Of War 2 is better.

well first you have to plug a phone chord into a modem.

You don't use a phone cord anymore. What you want to do is get an Ethernet cord at a store and plug it into your modem or router. Then plug the other end into the back of your Xbox. Then you should be able to connect to Xbox live. However you will need to buy a subscription to live in order to play with others on halo 3.
