how do you get halo 3 recon and flame head?

Bungie has to give it to you and they only give them out to friends and family of bungie employees i believe.

For the Recon armor you must either play with a bungie member and get aquinted with them or you have to e-mail bungie with a compeling story on why you disserve recon, the flaming head is for bungie employees only.

only bungie employees get the flame head and in order to get recon you have to be lucky enough to play with a bungie member so they can give it to you. however if you get all the vidmaster achievements then you can also get recon when the new halo recon game comes out. so eventually most people will have it
