in halo 3 do u have to get all 13skulls to get the helment?

i got all the 9 skull do i have to get the 4 more to get the helment

I believe you need to get all the gold skulls.
I have all the skulls and I have the helmet, but It might be that you need the last gold skull where you jump through the rings... I got that one last so I'm not sure.
