In Halo 3 doesn't the oracle refer to master chief as forerunner?

During the cutscene where the oracle attacks master cheif, johnson, and the arbiter he goes over to master chief and says "you are forerunner" is he reffering to humans and spartans or Master Chief is a forerunner?

humans are the survivors of the forerunners race after the halo rings were activated the first time so masterchief is a forerunner

Simple as this:

Humans are decendants of Foreunners

Covenant are decendants of Foreuners

I assume that the humans resemble Forerunners more.

Explanation:
In several books, cutscenes and such, the Oracle makes reference to the Forerunners and their relationship to humans. The most notable are the line you mentioned and one from Halo 1 where he says:

"The installation was specifically built to study and contain the Flood. Their survival as a race was dependent upon it. I am grateful to see that some of them survived to reproduce" (It's obvious that he wan't talking about the flood after the sentence about the survival a race, but the Forerunners)

Also, it explains why the humans can drive ANY covenant vehicle without training or anything.
