...anyone tell me so I can tell him? One day at my cousins house I wanted to see what forge was, but after a while my cousin wondered where the money came from, so does anyone know?

The money limits the objects on a map. You can get more money by deleting other objects by pressing the Y button. Including the money limits, there is an object limit to prevent overloading the map too easily. Forgehub.com is a great source of information and glitches with forge in Halo 3, I highly suggest it.
