Is halo 3 rank service a scam?

What do you mean by rank service? Like the global rankings? It just shows how much EXP you have and tell whats your highest skill at a playlist you have. Its not really a scam but lots of people are very competitive about it getting to the highest skill ranking (50) and raeaching general
