My halo 3 campaign will not save.?

I had beat the campaign with xbox live, but when I want to play the campaign without live I have to start it over. When I'm done I always hit save and quit and turn off the xbox. Then when I turn halo 3 on I have to start the campaign over. Can anyone tell me why it won't save without xbox live.
