on halo 3 i got all 13 skulls and it said the Hayabusa helm is still locked?

Go to the Bungie forums and let them know, then a Bungie rep will contact you and unlock the achievement for you

Try unlocking some other achievements and/or giving it a week or so. Sometimes when you unlock an armor permutation it takes awhile to realize you've actually unlocked it.
There is a silver lining to this though! Listen to what I`m about to say very carefully: You don't actually want hayabusa gear. A lot of people wore it for a long time thinking it made them look cool and/or skilled and it got a reputation as being noob armor. Snipers shoot hayabusa helms first if they have the choice, it just feels so much better. You might even want to avoid recon armor too, as it's likely to meet the same fate.
