Was it a flaw for Cortana to start having feeling for Master Chief?

Cortana is an artificial intelligence that was designed to work with the subconscious of Master Chief the head of Spartans to make him more effective and efficient in combat. At one point, Cortana started developing feelings for Master Chief and fell in love with him.

Do you think that this was a flaw in the programming and coding of Cortana?

Cortana's emotional feelings towards master chief could be a natural progression for the AI, allowing her to understand and connect with humans and it is a process to enhance their partnership too.

Well, to me, I can sense that whether a flaw or not, it was made so in order to enriches the story.
