What do I need to do in order to get Recon in Halo 3?

Do I just need to get all the vidmaster achievments or do i need to unlock all achievments in halo 3 and ODST

All vidmasters then go to bungie.net and sign in and their should be something that says road to recon and it shows which vidmasters you have unlocked. Once you have unlocked them it says something like unlock recon or something.
