What is the halo 3 beta?

What does it allow you to do, and why do you need crackdown to get it?
Why is it that people can more easily get out of bounds on the beta?

thats like the only way people were able to play halo 3 BEFORE halo 3 was released 2 yrs ago. crackdown had a demo version built in and you could play the beta version of h3, before it was released officially.
