when is halo 3: odst set?

on the halo wiki it says that the battle was started by regret, but then he fled because he didn't know how defended we were. and he died in halo 2, so it has to be before then, but you fight a bunch of brutes throughout the game. didn't they start getting used in halo 2 after regret's death?
