well theres a few ways to get recon armour

1. Make a Map or Video or Game variant that Bungie like

2. get bungie to like you

3. work for bungie

4.Make a machinma

5. Hack bungie (dont know how)

But Do Not Ask for Recon You Most probably Wont Get it
