Can't get to Data Hive on Halo 3: ODST?

right after i completed Kikowani Stn. mission and it seems that I'm just stuck in free roaming in new mombasa, I completed all levels on heroic.
I even went to the underground entrance but doesn't prompt for me to enter, please

its glitched happens to me all the time.(in general) you have to do the whole level again . restart the level and do it again . i know it sucks but thats the only way.
