did the spartan 117 die in halo 3 and are they gonna make a halo 4 ?

just Curious i didn't really understand the ending in halo 3 cuz the clip in the end when they say i cant believe hes dead and the arbitor says were it so easy so it got me wondering if they're making a #4 .. thanks

no he's not dead. and halo 4 is a possibility but bungie is working on halo 3: recon for the xbox 360. and the game is to release fall 2009.
and halo wars is a different game.
