when you change the difficulty level does it change the amount of points you earn?

It is a multiplier. On normal, the multiplier is 1, heroic the multiplier is 2 or 2.5, and legendary I belive is 4. So the points you attain are then multiplied at the end of the level. This is all detailed in the Halo 3 player's guide. Also tells the multiplier on all of the skulls.
