Halo 3 online play??

I have been playing Halo 3 on online play. I have the headphones so that I can chat with other players, but I can only talk with my friends. When it shows the people that are going to play, it has a circle with an X in it by some of their names. Does that mean they can talk but I am not able to talk to them?? If so, how can I talk to them?? I've heard only one person talk for only a few words, but they were my friend.

it means that a family stetting is set to where you can only talk and message your friends you have to change it in the system setup...
