Halo 3 question, about the guns and tips

Why is it hard to use sniper close range, but i can use a battle rifle close, and i can headshot 99 percent with BR, but sniper is sum how harder?? can any 1 help? also sniper tips would help 2

The sniper reticule is a lot smaller in comparisson to that of the BR.

Sniper is mostly a long range weapon and it is harder cause you need like lots of focus on it then any other weapon.
