Halo 3 Skill Level Progression Help?

I've been playin halo 3 on live for a while now. Mostly on SWAT though. At first, my level flew up from 1 to 3 then from 3 to 5 then from 5 through 14 it was pretty quick, but now i'm stuck at 14. I won almost 15 matches in a row the other night, but it didn't go up, then i lost 2 and it went down to 13!! Why can't i get past 14 and why does it go down so easy?

Same thing happened to me, i was stuck on 14, i won about 20 games in a row but it was still on 14 then i lost 3 and i went down
