Halo 3 Total EXP?

Gday, ive been told that you go up ranks on halo 3 by the Total EXP you have, If so why, do I have more Total EXP than my friend but they be a higher rank? what gives?

you can RANK up higher in EXP (ie sargent and Lt.'s and ext) with a higher # rank

I am a 23 Capt. grade 2 with a 150 exp but my roomate is a LT. and has like 140 some Exp 'cus hes a 12 rank...
