Halo 3 Xbox live help *using 20 characters*?

OK I just got 70exp on halo 3,and i got the spartan officer pin dilly but not the achievement, and wont let me have the rouge helm...
I have 11 skill atm.
Its getting on my nerves!

You need to play the campaign to unlock your armor. It doesn't matter what level you are.
