How do I get the skulls on Halo 3?

I only need two more skulls. The Cowbell skull on The Ark, and th Tilt skull on Cortana. Right now I'm trying the get the Cowbell skull on normal difficulty. I started at the part where you first get the tanks, instead of the beginning of the mission. I got to the place where you get the Cowbell skull and it wasn't even there. What's the problem? Am I not playing on the right difficulty level, or did I actually need to start from the beginning of the mission?

Unfortunately, you have to start from the beginning of the mission.
