How do I make a recording like Cortana's voice in the Halo 3 commercial?

In the Halo E3 commercial ( http://www.youtube.com/watch?v=wXrYSEOg3Ro ), she has some sort of echo but before what she says. I just need some tips on how to make that same effect. I have Audacity. The Hanar in Mass Effect have a similar effect.
