How do you get highest skill points in halo 3?

well ive tryed everything ive read and nothing workes ive won games and only gone up i skill point and then i won against people with higher skill points than me and it still did nothing so wat do i do im a gunnery sargent grade 2 and i need to get up to 10 highest skill points and nothing will work so wat do i do????
