How do i make those halo 3 target dummies that actually look like a spartan or an elite.

do you mean the ones that only stand there in multiplayer maps? if you mean those then those are mods, people uses programs to modify the maps as they like so they can create those "Dummies" or anything else they would like. Such as shade turrets, or maybe golden mongooses, etc.
