How to make a map on foundry using forge on Halo 3?

I played on this map that some kid made and it was really cool. It had like tunnels and this thing that was like a blue pool and when u walked in it u walked a lot faster than normal. Does anyone know how to do something like this? Can i put up like ceilings and floors?

Any suggestions are appreciated =]
