In Forge on Halo 3 how do you edit where flags appear?

I thought Id pretty much mastered forge I can make stuff float and set off fusion coil bombings but when I came to make a Capture the Flag map on Standoff I realised I didn't know how to move the flags. Can you?
Is it any thing to do with menu no 7 titled Goals whenever I do forge menu no 7 is blank.

press start
select "switch game type", or something like that
choose capture the flag
then, the flag spots will be shown on the map
if u delete them, you can put them back under the "goals" section when u press x in edit mode
