In Halo 3, why isn't the skull where it should be?

I played the campaign through legendary, and now I am going back to get the skulls. I started a game on normal at rally point bravo on sierra 117, and i went to get the iron skull which is on the building in the corner. I have not gotten this skull yet, and it was not where it should be.

Am I supposed to play the level from the beginning? Am I supposed to play on legendary? Why isn't the skull there??

im not sure search on google its hard to find a legit ite but when you do it will be worth it

Well all I know is that you have to start from the beginning of the lvl to get the skull. I tried getting the Grunt Birthday party skull and I was playing on easy and it wasnt there. I guess it has to be on normal of higher difficulty to get the skulls.
