Is my connection fast enough for Xbox Live (Halo 3) with minimal or no lag?

The LAN says 100mbps but this speed test I took says Download: 3258 kbps/Upload:416 kbps (<a href="http://www.speedtest.net"><img src="http://www.speedtest.net/result/299522560.png"></a>)

Yup should be fine. That was my connection speed a year ago had no lag at all. I hosted a game of Gears of war people from England were saying there was no lag so Im sure it will be good, just make sure its connected to the modem you dont want it wireless other your guaranteed to experience lag. Thats a good speed i have around the same i have 3821kps/Upload 512kbps and i rarely lag unless i have 3 laptops downloading things. You'll do good with that internet speed.

well my connection speed is around 4200 kbps and I things run smoothly for me. It is impossible to be completely lag-free, but as long as you have a stable connection at a decent speed(I would say 768 kbps or faster) you should be fine for online gaming.
