me n my friend cannot play together on xbox live halo 3. why?

we both have open nat settings and both have the same company and strong connections. other ppl in the same city that have same internet provider are able to play with us. just me and this one friend cannot play together without a "neutral host". why is this? what can i do to fix this?

extra facts: we have different routers but both halo approved or xbox live approved. and all other friends have different types of ones too..also approved.

The host isnt the person who makes the match, its the person in that room with the best internet connection. You may need someone who isnt from around where you live in the match, so that they can be the connection host.
