On Halo 3, how do I allow user-created content to be played?

It always says I am restricted from playing user-created content (films, custom games). Anyone know where I can go and what I have to do to fix that problem?

Its because parental controls are activated on your xbox, go to the dashboard and then onto system settings, there should be the option to turn parental controls on/off.
