On Halo 3 Online: What does the number beside your rank mean?

I thought it was your highest skill number, but my highest skill is one number above the number right next to my rank when I play online.

its your level based on how many games you win

it is your skill acheivement in that category. it goes up or down depending on how you play and who you fought against.
