where is this halo 3 odst beacon?

its the one right after you play the flooded city level
the area is next to a police car with flashing lights and a car with the emergency lights on
the area is also near a lot of stairs that go down into the ground about 3 levels.
plz help!

The only one I had trouble finding was the sniper in the phone lines. If that's the one you're looking for try looking up. If not, I found most of the others just lying on the ground.
