Why can't I play the DLC MAPS for Halo 3.........I can only play on Xbox live?

I purchased all of the new DLC maps for Halo 3 and the only way my XBox will let me play them is if I am connected to XBox live.

I downloaded them into my hard drive but right now my internet connection is down. So I went to play Halo 3 with a friend and it won't let me choose any of the new maps.

WHY?

Depending on the content sometimes it will temporarily "dissapear" if you're not connected to Xbox live. I lose most of my downloaded songs on GHIII whenever I'm not connected to Live, but they come back when I reconnect.
