We tried playing a co-op campaign last night and it said that one of us couldn't download the content for some reason. any ideas?

Why couldn't my friend and I play campaign on halo 3?

sometimes halo just fudges up lol but whenever it does that to me while i'm online (which i'm assuming you were) i just switch game lobbies and mess around on an empty level for a minute or two 
i even found some awesome hiding spots on multiplayer maps because of this haha
