Why have I had to do the same levels more than once in Halo 3: ODST?

In Halo: 3 ODST I have been working on the campaign and for some reason whenever I get to a certain point it always sends me back to "Tayari Plaza". This is really starting to **** me off, so any help would be appreciated.

when you are the rookie in the city (place you start in) you have to find clues to your whereabouts of your ODST squad (items in city like broken sniper rifle or recon helmet) and when you find that item you play the level that has the story of that item so you probably found the same item twice
